Numpad keys double-bound to movement and abilities

I'm playing 2.0.201.44 on Linux, with a USB keypad and NumLock on, since diagonal directions do not work with it off. As soon as I turned around to leave Elder Irudad's house I started dropping webs everywhere; almost every step further south (2) the game popped the "You must wait x turns to use that ability again!" notification.

I verified by standing northwest of Mehmet and moving southeast (3) into him. He turns out to be quite resistant to life drain (and nobody became hostile, which might be a separate issue?). There were no prompts or notifications and we did not trade places. I again started receiving the wait alerts moving away and to the southeast, usually every step but sometimes skipping up to two.
