The bug here is that stairs generated where the wired fulcrete is supposed to connect to the comm panel. As a result, the comm panel is “utterly unresponsive” and this person couldn’t continue the Grit Gate quest. This was a new player who had never been here before. They were able to fix it by wishing for a new communications panel that touched the wires.

There was also another report of stairs generating in Grit Gate this week - in that case, the stairs came down in the southwestern library room.
