I reproduced this issue. Out of 5 attempts at starting with Syzygyrior, one of my characters had only 1 weapon, and one of my characters started with no weapons:

The PopulationTable makes it look like they should always start with 2 melee weapons, but I guess there must be some nuanced logic in there that is making it have a chance to not produce anything.

this is actually not a technical bug but a possible outcome when using these encounter tables to generate initial equipment
