So whenever I go shopping if the merchant is broke it claims but I can still sell things to acquire water. The canteens seem to be the issue. After killing a merchant I noticed all of there water is stored in canteens.

IIRC, the merchants now generate water out of thin air these days so they aren’t technically broke…

yeah this is working 'correctly' until we give merchants a water supply
