Suppressive/flattening fire not working while shooter is flying

Hi, I hope I have done my research well before posting. Anyway, the title is quite clear about the issue.

While flying, it seems like Suppressive or flattening fire do not work correctly. The target gets unmarked, but never gets suppressed when hit while the player is flying. The Suppressive fire command still gets replaced by flattening if the target is surrounded by obstacles, but it doesn't work anyway. I haven't tried with other shooting skills.
