element we can use to populate our zones from population tables. however, this element doesn't actually seem to do anything. it's used in precisely one place and i tested whether it was working by adding chrome pyramids to the population it referred to, but this had no effect whatsoever

seems to be behaving as i was expecting<population Table="My Table" />
to behave, so i don’t necessarily need it as a feature after all. but the one instance inWorlds.xml
is still probably a bug
