Unable to replicate through a dozen random starts. Mod issue until proven otherwise.

i can confirm this is not a mod issue because i am seeing it on game start even with mods disabled. save attached where i’ve taken no action but the modern ui displays my ms as 99

i seem to have found a critical point here: the modern ui displays it as 99, but the console ui displays it as 100
