Getting tripped while wading reduces movespeed to 1

Former user created an issue

The -20 movespeed penalty of wading and the -80 movespeed penalty of being downed brings the player to 1 movespeed, making their walking action take very long.

Wading while overdosed on rubbergum injectors or getting tripped by sewage eels will cause the player to trip right before their walking action, causing the 1 movespeed problem.

In the attached file, the player has a base movespeed of 100 and is brought down to 1 by the eels.
