I can't get extradimensional hunters to appear in my world

I was able to get extradimensional esper hunter encounters for the first 20 levels or so of my run, but they aren't showing up at all now for some reason. My Primary SAV, BAK, and INFO files have been compressed and attached.

I am also having a bunch of blank spaces in sultan histories, so hopefully this save can help find how that is happening.

Sorry, I forgot to sign in while doing this, but I also have a problem with the cooked breath weapons. They wouldn’t go away so I cheated them off and now there are multiple entries of ice breath in my abilities menu. Using ice breath also shoots ice breath multiple times somehow. While it isn’t related to this bug report, I hope this save can help find why.

Sorry about the late notice, but I remember that while in the sultan tombs, I got a message like “Hunters try to attack, but are kept at bay”. Can this happen with both Ptoh and extradimensional hunters? Also, using commands like “extraculthunter” fail to spawn a hunter without giving a message why, while “extrasolohunter” works fine. Is there something that is keeping my game from generating with esper cults?
