overlay tooltip font is too small compared to the rest of the overlay ui in smaller resolutions

I play on 1280x768. I know that the tooltips are made for when the game is fullscreen but as it is it is way too small for me to comfortably play while zoomed in. changing overlay scale helps, but makes the chat dialog extremely large and I'd like them both to be more similar in font size.
