[#bugs] wrong requiement of skill `kickback`

The skill system shows that the requiement of skill kickback (from bow and rifle) is only 19 str. However, I cannot buy the kickback or this bow skill tree when agi less than 19. Can be reproduced on a new built character. The error message is below.

Observed behavior is correct, powers cannot be bought without first having the skill and this skill has agi 19 requirement base powers.
