FR: disable rocket skates oil usage on world map

as of right now, “optimal” play with rocket skates means taking them off before traveling on the world map, since they have passive oil drain when equipped that becomes significant over long distances. would it be possible to disable this drain on the world map entirely, perhaps compensated by upping the amount that is passively drained? it would just be slightly more convenient for the player to not have to take them off in order to save oil
