chaos created an issue 2021-04-03

make it so that when you learn Tinker III (or possibly a per-level chance once you learn Tinker II that’s enhanced if you learn Tinker III?) you get to choose a craftmark if you want one, from five randomly generated choices, and after that items you tinker (maybe ones you mod too? not super sure) get your craftmark
