Unintended quest behavior with "A Signal in the Noise" if scratched data disk is used first

Pretty easy to replicate - start at a random village, go to the ruins of Joppa and retrieve the scratched data disk, then go talk to the Barathrumites. You may also need to complete "More Than a Willing Spirit" - this step may not be necessary, but I had already completed it when I noticed this bug.

After this go complete your random village quest to begin "A Signal in the Noise" - steps one and two complete but step three is impossible to finish as the compound is already open and the normal dialogue at the communications panel doesn't trigger.
