The latter aren't smart enough to get away and put out the fire.

Verified that campfires do not transmit any significant heat to objects that are not directly on top of them (placed 8 bedrolls in a ring around a campfire in Joppa and waited for thousands of turns, during which various farmers slept on the bedrolls and zero fires started). Verified that an NPC who is on top of a campfire and gets set on fire by it will move away and extinguish themselves.
