This is because it lacks the ExcludeFromDynamicEncounters tag, meaning EncountersAPI.IsEligibleForDynamicEncounters() returns true for it. Giving it that tag will probably fix it, and also prevent it from spawning in several other contexts as well—unstable vortices (5-per-thou chance), Sultan cults, etc.

I think I also encountered something similar to this. However, although I could give the baetyl the data disk and the quest advanced, when I returned to Grit Gate and spoke to ortho, the progression seems broken - I can go through the dialogue options to give him the disk, but it doesn’t actually hand it over (perhaps it’s not the right item, it still says ‘with Q girl’s instructions) and although he tells me to return in a few hours doing so just results in the same conversation repeating.
