<From Entropy to helado> the base game's Worlds.xml suggests that there is a feature to specify the cell blueprint for world cells that aren't covered by a more specific blueprint, codified using ApplyTo="*Default". according to Armithaig, this doesn't actually work, but i would find it useful for my mod if it did

    alternatively: allow ApplyTo to specify the parent of the terrain blueprints it applies to. e.g., ApplyTo=”Terrain” in order to say that any tile inheriting from Terrain that doesn’t have a more specific rule should use that cell blueprint
