<a green square | shapes gang> I took the scratched data disk from the abandoned village and used it to advance the main quest up until I'm tasked to go to Bethesda Susa. Then, I returned to my starting village and did the quest that gives the stamped data disk, and I was given the Signal in the Noise quest despite already having access inside of Grit Gate. I think the quest should either be completed right away, or not be assigned at all if More Than a Willing Spirit is already complete.
