<rockygr> while a chest in a settlement is considered owned by a faction, its contents aren't. If you throw a torch at a chest and destroy it, you can take what was inside without a problem.

It is important to note that damaging chests will make the owners hostile, however.

You're able to spawn campfires on top of chests, and freely loot them without aggroing the owners as well.

Fixed-ish in next update. Can't build a campfire under a chest, at least.
