ulnar stimulators don't need to be active to function (2.0.202.63 Beta)

If Ulnar Stimulators are worn, the only time you will not get a bonus from them is if:

They are currently activated but still charging up
They don’t have a power cell in them at all

But if they have a cell in them, even if they’re deactivated you will get the stat bonuses.

(I also think I saw another issue when I had two six fingered ulnar stimulators equipped (presumably for a total of 24 fingers of ulnar) where I was actually getting less agility if the gloves were active than inactive.. But I can’t reproduce that so I may have hallucinated it or misunderstood something that I now understand but didn’t notice that I started understanding it.)
