Chefs and kippers refuse to sell neutron flux

One of the possible items in the "Ingredients_MidTiers" table is a phial of neutron flux, and if you relocate several kippers (or chefs) deep underground, they will stock it fairly regularly. The problem is, this particular phial blueprint ("FluxPhial") was, I think, originally created for the Alchemist, and is tagged as "WontSell". Consequently, it doesn't show up in the trading window, and the only way to obtain it is through domination or murder. It should probably be saleable.
