Recoiler tiers

At present programmable recoilers are a lower tier (4) than several of the predefined recoilers (Bethesda Susa 5, Ezra 6, Stilt 6). So if we want to mod a recoiler, then it's cheaper to program a new one than to use our predefined one.
I imagine this has to do with loot generation and making sure the recoilers for distant locations aren't too common. But it seems artificial and completely illogical; aren't the predefiined recoilers all using the same technology, so shouldn't they all be the same tier? And shouldn't they be at most the tier of a programmable recoiler?
For comparison, at present Ezra and Stilt recoilers are the same tier as reprogrammable ones.
