Occasionally salt marsh legendary snapjaw lairs have lots of merchants

It's not every time, but sometimes legendary snapjaw lairs in the salt marsh have lots of merchants wandering around. It may be a bug? It's kind of nice to have a sort of bazaar with dozens of merchants, but it doesn't seem intentional.
