Modern UI doesn't always honour vi-style (laptop) navigation

When "Enable modern UI elements" is enabled, popups and action UIs don't honour vi/laptop/tenkeyless navigation bindings.

Example: The easiest way to replicate is to select a waterskin, in the old UI navigation via j/k works to change selection and overrides the specific action drin(k). In modern UI, navigation via j/k is not possible and instead k will drin(k).

I assume the standard/old UI intentionally ignores actions bound to navifation key bindings? I feel like that’s a good solution and feels obvious, at the very least it doesn’t result in unintended actions.
