NPC inside lair doesn't know secret of where lair is

I visited a baboon lair with a lot of named baboon NPCs hanging out. When I shared water with some of them (not the lair's owner) above ground, I had no secrets I could share with them. I then went to the first underground level of the lair and shared water with another NPC (also not the lair's owner). I was given the option to share a secret with her, and it was the location of the lair we were in. Should NPCs in an underground level of another NPC's lair be ignorant of the lair's location, or is this a bug?
