I have encountered this same issue - I’ve been wandering around “subterranean desert canyon, 1 stratum deep” and “2 strata deep” for about 20 screens, and killed many snapjaws. None of them have any loot.

Snapjaws on the surface do have loot, so this seems to be an issue with underground snapjaws in particular.
