My character can no longer rifle through trash

When I reached Bethesda Susa, I noticed that I could not longer rifle through trash, either automatically or manually. When I select the trash and try to manually rifle, the menu just flashes. Up until this point, I was able to rifle through trash, finding both secrets and bits with trash divining and scavenging.

This may be the same problem reported here: https://bitbucket.org/bbucklew/cavesofqud-public-issue-tracker/issues/2112/beta-bugs-unsure-of-the-cause-but-was.

Note that there are no errors in Player.log for me when I attempt to rifle.

Update: after playing for several hours where this did not work (in many different locations), rifle suddenly started working again.
