Quest from dominated self can't complete

I permanently dominated the quest giving mayor before accepting his quest. I then dominated another npc to get the quest from myself. When attempting to satisfy 'pray at the shrine', the quest is not completed. The attached saved is in the zone where the shrine is located. My character is also the quest giver. I have tried to use dominate on another npc to complete the quest as well.

Panzer: There seem to be some weird shenanigans going on when you accepted a quest and then did a bodyswap. I cant fulfill quests I accepted in my old body, the necessary steps wont trigger. I accepted a quest for an item, swapped bodies, got the necessary item, handed it in, says quest finished, but I dont get a reward. Quest log keeps the quest open, with the prerequisite step unfulfilled.
