my main quest has gotten screwed up ever since a bout of infighting amongst the Barathrumites. I had to dig into the study to talk to Otho after Bethesda Susa, because he died, respawned, and didn't come back upstairs.
and then after securing Omonporch and coming back to attempt starting A Call To Arms, Ereshkigal is stuck in the "erecting defenses" state without having run the scan first and i can't progress the quest.
