Make mods learnable through Reverse Engineering and Psychometry

Make it so that it is possible to learn weapon and armour mods without the need to buy data disks. A lot of the time, I come across a metal folding chair with a melee weapon mod and it frustrates me that I can't learn that mod with Reverse Engineering or Psychometry. This could make Tinkering more viable in the early game. Farther into the game it'll mean that those modded artefacts that you find will have some use besides resale value (eg you find an overloaded laser pistol but only use rifles, it still means that you can potentially learn a useful mod. Likewise the Sparbine can be disassembled to potentiallly learn Masterwork and Scoped once it becomes obsolete).
