This is because KehIsExiled() tries to exile objects with the "Keh" blueprint, but KehIsReplacedByEskhind() has already changed Keh's blueprint to "PariahKeh", so the HindrenMysteryExile part is never added.

Replacing "Keh" with "PariahKeh" in KehIsExiled() (via Harmony patch) fixed the issue, and Keh left Bey Lah to the west and was despawned when the zone was frozen—so I'm certain that this is the cause of the issue.
