Charging Strike axe ability has no effect

When I charge with the charging strike ability, even though I consistently get a cleave on them, I only get -1 AV when there should be at least -2 AV based on the description (i.e. should see at least -1 AV from base cleave effect plus an additional -1 penalty to their AV from the effect of Charging Strike).

Observed behavior was probably a result of the maximum AV penalty from Cleave being too low to accommodate Charging Strike's bonus. In beta after the next patch, Charging Strike will increase the maximum penalty by 1 when in use.
