I came to see if someone had reported this! I had a similar/the same issue with a random village quest. I found the quest item many many turns before finding the village/quest - so I was also confused what the item was for… “Flower of the Holy Coin” is a cool name for a quest item though :)

You don’t get to pick a quest reward when this happens either. I was able to prevent it by reloading, dropping the item on the ground, getting the quest, picking up the item, then talking to the quest giver.
