possible bug with unstable genome

Unstable Genome mutation description reads, more or less, "gives you one extra mutation each time you buy this, but not straight away; each time you level up there's a 33% chance of selecting a mutation from 3 random ones".

Neither of those is true. The random mutation effect procs more than once even if you buy it only once, also, it does not have a 33% chance, but instead between 3% and 4%, tested with 2 characters, leveled all the way to 190.
