[#bugs] radio-powered energy cells don't charge when slotted into a follower's equipped item on the world map

I have a high-capacity metered radio-powered antimatter energy cell slotted into an overloaded sturdy powered exoskeleton and a high-capacity metered radio-powered nuclear cell slotted into a magnetized freezing flawless crysteel dagger.

When I equipped those items to my character and traveled on the world map for roughly 10 days, the charge levels changed: antimatter cell in exoskeleton: 50% -> 83% nuclear cell in dagger: 53% -> 100%

I then reloaded the save to before the traveling, equipped those items to my legendary feral dog, and traveled on the world map for roughly 10 days. The charge levels changed: antimatter cell in exoskeleton: 50% -> 30% nuclear cell in dagger: 53% -> 53%

I then reloaded again and waited 12000 turns in a zone while the items were equipped to my dog. The charge levels changed: antimatter cell in exoskeleton: 50% -> 57% nuclear cell in dagger: 53% -> 85%

It seems that radio-powered energy cells equipped by followers recharge while the party is in a zone but not while traveling on the world map.
