[#bugs] phase-harmonic doesnt work correctly with high voltage arc winders

I modded a high voltage arc winder to be phase harmonic. When I was out of phase and shot at an in phase target, the arc winder would hit the target but never do any damage. The target never loses any health, even if the shot crits. The target does lose health if I am in phase so it's not because the target was somehow immune to the shot normally.
