Far as I can reproduce it’s working as intended: the pilot seat and other structural objects are required to be in their initial position and will be moved there if you repair the golem at the court of sultans
If you direct the animated seat follower to return to the initial position, the golem will also be operational again in my testing
Attach a save where the golem is permanently inoperable if that’s still the case

correction: if the animated seat moves at all, the golem is forever nonpilotable
