Invalid, was going off of what I heard and this is not the case.

I am experiencing this in the current build. Wild Rice gave me a Neutron Flux effect (when I was making a recipe with Carbide Chef), and now I can get the +1 AV / small chance of gravitational collapse using Wild Rice, as the attached screen shot shows.
