Cannot "interact" with new Look UI while using a controller

Before the new Look UI was implemented, I was able to use the right joystick to look around and press RB (or "Interact" in the key mapping) to pull up a menu that allowed me to target/untarget and check active affects. Since the new UI was implemented, whenever I press RB, the look tooltip that gives a description of what I'm looking at just quickly flashes and nothing happens.
