Palladium electrodeposits work inconsistently from other implants

If you implant a dopamine synth, for example, the +2 willpower counts as an inherent improvement to your willpower and you can use it for the requirements of Self-discipline skills. But if you implant palladium electrodeposits in your head, the +2 intelligence doesn’t count as inherent - you can’t use it for the requirements of Tinker skills, for example. To me it seems intuitive the electrodeposits should work the same way.
