Crash when starting game from launcher on 2.0.199 and 2.0.200

A user reported not being able to start the game at all on stable. Got them to switch to the latest beta and the problem persisted. The crash happens after clicking ‘Play!’ at the launcher. They are using Windows 10 with a recent graphics card and recent drivers.

If they launch the game through Steam, it crashes when pressing Play. If they launch CoQ.exe directly from C:\Steam\steamapps\common\Caves of Qud, it launches the game correctly when pressing Play.
