<Krytor, unburdened by knowledge> With QN = 100 the vortices from Quantum Jitters will act before the player after an active ability causes them to appear. Since they spawn next to the player, a decent % of the time this means the player will be sent to a random location after activating an ability without any recourse.

Expected behavior: With QN = 100 or better the portals should not move before the player has a chance to (assuming a standard 1000 point action was taken)
