Unable to replicate, but a possible countermeasure will be added next patch. If it recurs or if replication steps from a new game can be generated, please reopen.

it turns out the problem temporarily vanishes by saving and reloading. will keep an eye out for it reoccuring on future patches

probably should clarify this is making it impossible to interact with them (e.g., combat commands)
