<Ashe-No-Longer, Legendary Seeker> It is possible for CyberneticsHasRandomImplants to roll an implant too costly for the license tier of the creature, because it only adds num3 to the total after it has decided on a cybernetic, then stops adding any more because num3 < num2 is no longer true. It never checks if the cybernetic it is adding has a point total in excess of their license or increases the license to match the total until it is already added.
