<Ashe-No-Longer, Legendary Seeker> Shield Slam can deal say it deals negative damage with a sufficiently low strength modifier (and a poor AV shield), though it appears to be capped at 0 in actual damage calculations. I imagine minimum of 0 should apply to the message log as well.
