Bookshelf "fullness" sprite logic is inverted

I came across a seemingly rare bookshelf with dozens of books, and noticed it didn’t have the “full” sprite like other bookshelves, but instead a “partially-filled” sprite. Has the logic for this been inverted the entire time?

A Blessed Feline: In the texture files of the game, there seem to exist 4 different varieties of the bookshelf tile. Only one of these actually appear in the game itself, with the other 3 being unused
inky twinning Joanna: I've actually seen one case where the alternate tiles are used, that being when a kraken leaves a bookshelf in its trail
