proposal: allow energy cells to be jacked, and jacked cells to be recharged without bits

Allow energy cells to be jacked, and allow jacked cells to be recharged with the electrical generation or biodynamic powerplant. This would make cell and energy management much more satisfying by, for instance, enabling gameplay loops of charging high-level cells by drinking charge from low-level cells. A nice feature for Tinker builds as well to conserve energy before disassembling.
