Allow new reputation gain from increased compute power of social co-processor

Gains from increasing compute power for the social coprocessor cybernetic only work for water rituals that haven’t happened yet. I’m trying to get the 10 pointed asterisk and noticing that pumping up my compute, which is only possible for me in the late game, isn’t affecting villages where I’ve already done the water ritual. I propose granting the difference between the current reputation and what it would be if the water ritual would be done de novo if that difference is positive.
