Crash on character creation

When making a new character, the game will almost always freeze and eventually crash upon selecting Joppa.
I just have to keep reopening the game and remaking the character until it eventually, seemingly randomly, actually starts to the game.

? I have never touched anything related to a mod for this game. My game is purely vanilla.
