[#bugs] mod radio-powered does not work properly when applied to nuclear or antimatter cells

radio-powered nuclear/antimatter cells only charge 10 per turn, even though the wiki states that (Tier * 10) is charged per turn.

for fidget/chem/solar cell, it works fine.

    It's strange that no one has pointed out this easy-to-discover fact, even though everyone will end up using a radio-powered antimatter cell later in the game.
